    Spoiler: Rough City Map

Welcome to Paragon City. This is the place where dreams come true. This is ground zero for the superhero Renaissance of the modern era. Many factors contribute to the rise in heroes and villains in the city. Paragon city is a front runner for new technology. It also boasts an incredibly diverse community. Paragon city is a central hub for world trade. It also houses one of the largest populations of any city. Everyone from the richest of the rich to the poorest of the poor live in this city. Heroes come here to make a name for themselves, villains find themselves seeking the many opportunities this city provides.

    Locations

    Kingston Purple Square
Kingston is where the upper class of Paragon City live. The streets are clean, the homes are luxury, and the businesses are expensive. The crime rate in Kingston tends to be relatively low, though it is a prime target for villains looking to score big. While on the surface all seems well, white collar crime is rampant in Kingston. There are also mob bosses that have taken up residency in Kingston. Kingston is located on the western coast of Paragon City, North of Sundale and West of Apollo Valley and the Selene River.

East and West Trinidad Black Squares
This is the industrial sector of Paragon City. Many factories and warehouses cover the Trinidad area. Many organized crime syndicates use Trinidad as their base of operations. Drug lords and crime bosses run much of the area. Businesses act as cover ups for the crime operations, and chop shops are rampant. Any here looking for somewhere to start will find plenty of opportunities in Trinidad. The Helios River runs straight through Trinidad, splitting it into east and west Trinidad. West Trinidad is almost completely surrounded by Santa Vera, save for its border with The Melting Pot to the south. East Trinidad is surrounded by Penshaw from the south, extending up to the east, and Locklin from the north, extending down to the east.

    Santa Vera Green Square
The heartbeat of Paragon City. Santa Vera is at the center of Paragon City. Banks, shops, restaurants, parks, and residential areas. Santa Vera has everything. Tall skyscrapers line many of the streets. High rise apartment complexes can be found scattered about. The first bank of Paragon, the largest bank in the city, can be found here. Even the mayor's office is located in Santa Vera. This is also where a large middle class can be found. Santa Vera is also home to Justice Park, a large urban park that boasts a wide variety of flora. Santa Vera is in the center of Paragon City. It borders Apollo Valley to the north, The Melting Pot to the south, West Trinidad to the east, and the Selene River to the west. The North Eastern section of Santa Vera border the Helios River.

    Justice Park Green Circle
Justice Park is located in the center of Santa Vera. It is a large park filled with a wide variety of flora. It is a stark contrast from the urban jungle that surrounds the park. People often cite an otherworldly feeling to the park.

    The Melting Pot Pink Square
The cultural hub of Paragon City. This is where many immigrants end up. The Melting Pot is the place to go if you're looking for something exotic. Gossip and rumors spread like wildfire. If information is what you're after, The Melting Pot is where to ask. Many crime families exist in The Melting Pot, but none can truly claim to run the show. The Melting Pot is located south of Santa Vera. It is bordered by the Selene River on the west, the Helios River on the east, and the southern edge of West Trinidad to the north east. To the south of The Melting Pot is the ocean.

    Locklin Brown Square
The slums of the city. Much of the population is poor and homeless. The cops here barely have control of the area. Gangs and drug dealers run the place. Corruption is rampant. Many of the homes are condemned and the streets are dirty and filled with rats. Any hero looking to make their name will find an uphill battle in Locklin. Locklin wraps around the northern half of East Trinidad. Locklin borders Penshaw to the south and the Helios River borders the north-western edge of Locklin.

    Apollo Valley Light Blue Square
The center of knowledge in Paragon City. This is where Paragon University is located. Many of the best and brightest of the city come from Apollo Valley. Beyond the university is many laboratories researching everything from pharmaceuticals to robotics. If it's cutting edge, chances are it came from Apollo Valley. This is also where many of the biggest technology companies are located. Apollo Valley is located south of the fork in the Apollo river where it splits into the Selene and Helios rivers. Apollo Valley is north of Santa Vera and borders the Helios and Selene rivers on its east and west sides.

    Sundale Yellow Square
The largest tourist trap of Paragon City. Sundale extends along a large part of the coastline. Home to Sundale Beach, this is where many go for rest and relaxation. Casinos, high class resorts, and a thriving night life. Sundale never sleeps, and neither does the crime. Sundale is located on the western coast of Paragon City. Sundale boarders Kingston to the north, and Beacon Harbor to the south. To the east is the Selene River and to the west is the ocean.

    Penshaw Blue Square
Penshaw is the suburban area of Paragon City. Rather than being filled with tall building reaching into the sky, it has multiple smaller homes, shopping centers, parks, and small apartment complexes. Penshaw is your standard suburban locale. It is a popular place to live for the middle class. Penshaw is located on the eastern edge of Paragon City. It borders Locklin to the north and East Trinidad to the west. The south-western edge of Penshaw border the Helios River.

    Beacon Harbor Gray Square
Beacon Harbor is the center of trade for Paragon City. Ships come and go from the harbor day and night. Used by both legal and illegal enterprises. Drug shipments, human trafficking, arms deals, and so much more occur here. The harbor is vast, spanning many miles, making it difficult to patrol. Beacon Harbor's only land border is Sundale. To the west and south it borders the ocean, while to the east it borders the Selene River.

    Atlas Island Red Circle
The maximum security prison of Paragon City. No prisoner has ever escaped from Atlas. Tall cliffs line much of the coast of the island, while violent currents make swimming hopeless. On the island itself is high walls with tall watchtowers that can oversee the compound. The guards are armed with the latest in weaponry, both lethal and nonlethal. Inside the compound in reinforced with heavy titanium. The prison boasts that short of the nuke, nothing could break it. If you're thinking of starting a jail break, you better think again. Atlas Island is located off the coast of Sundale and Beacon Harbor. The only access is by ferry from Beacon Harbor, or by helicopter.

    Apollo, Helios, and Selene Rivers
The Apollo River flows towards Paragon City from the north. When it reaches Apollo Valley, it forks into two smaller rivers. The eastern fork is named the Helios River and the western fork is named the Selene River. The two rivers run through the city, splitting it into three main sections. The western section houses Kingston, Sundale, and Beacon Harbor. The center section is home to Apollo Valley, Santa Vera, Justice Park, West Trinidad and The Melting Pot. Finally the eastern section contains Locklin, Penshaw, East Trinidad, and the city limits.

    Penshaw - CNB Bank

Today was supposed to be a normal day, just like any other day off for Ori. He was to go to the bank to withdraw money, go to the store to buy food, and then either play games or perhaps do some minor heroic deeds. His day was abruptly ruined starting from step one. As he was in the bank waiting in line to withdraw some cash, he began to ponder what the "B" in "CNB" stood for, and Ori was really hopeful it did not stand for "Bank", as whatever the "C" and "N" stood for, it would turn out to be "CN Bank Bank". One thing that annoyed Ori was the usage of redundant acronyms. It was nearly his turn when a raucous erupted. A few masked figures holding guns appeared, and Ori knew what was about to happen, but tried to deny it and go through his day as usual.

Ori popped in some earbuds and began listening to music, and approached an open teller as quickly as possible, trying to get some money withdrawn, so he could get out as if nothing were going on. But of course the only reason Ori noticed the men was due to them starting the heist, so the teller had her hands tied. The robbers didn't take too kindly to Ori doing as he pleased, and one of them approached Ori, kicked him behind his knees to make him prone. They then ripped his earbuds out while smacking him with a gun. "What do you think you're trying to do, boy?"

"Withdraw money so I can buy groceries?" Ori responded, giving a snarky retort.

    "Can I shoot this guy?"

"No, we need all the hostages we can get in case the cops show up. I'd rather have no bloodshed if we can avoid it." A man that seemed to be their leader spoke. "Let's carry on getting the valuables from the vault. Get to your jobs, and don't forget to tie the civilians up securely. Make sure you don't lose sight of them."

It was then that everybody was rounded up, and all of their electronics, jewelry, and everything non-clothing was removed. "What do I do against guns?" Ori thought, as the most he's ever faced was just a purse snatcher.

    Penshaw - CNB Bank

Eamonn had come to the bank to withdraw money, and instead was now a hostage. He and the boys were putting together a little party to welcome back O'Malley after his stint in the local jail, punchin' a man who made eyes on his woman, and Eamonn had been the one to buy the booze in bulk. He wouldn't have been here if he hadn't decided to go to the nearest bank from O'Mally's apartment in Penshaw. Eamonn and the rest of the mates lived in the Irish district in the Melting Pot, and if the bank had been there, Eamonn might have been able to get out by tellin' them he was with the Irish. But no, he was in bloody Penshaw.

Eamonn watched one nutter try to act like everything was normal and walk up to the teller window. One of the robbers walked over and kicked him to the floor, askin' him what he was doing. After he was given a smartass response, the robber asked if he could shoot him, to which the leader thankfully said no. The boy seemed right out of his mind, but Eamonn didn't care much to see violence. He was a doctor, after all. Of course, Eamonn wasn't alone. Above his head, a small faery-like being floated. Small enough to fit in the palm of one's hand, she was a tiny girl with transparent butterfly wings and a short white one piece dress. She was also invisible. Because of her ability to be invisible, Eamonn rarely went anywhere without the Sylph.

As he was being robbed of his watch and wallet, Eamonn had the Sylph remain where she was. Having a raging wind suddenly begin blowing through the bank wouldn't be a stealthy move, and he'd prefer to have a distraction before he started to command her to do anything. Still, before the robbers left, he would get his things back, one way or another.
