    Cipher Pol IC

    Introduction
    Cipher Pol is a series of World Government organizations. They act as secret agencies who do investigations, assassinations and intelligence gathering for the World Government. They supplement the Intelligence Branch of the World Government's Marine forces, but operate more as a counter-insurgency agency, focused more on political threats to the World Government than more generic criminals. The Cipher Pols HQ is located in Enies Lobby, though their chapters are spread through the world. Cipher Pol's uniform is a black suit.

    Hierarchy
    The Cipher Pols are divided by divisions; intelligence, research, assassinations, political agencies, and more. Each Cipher Pol has a chief and a vice-chief, with each higher tiered Cipher Pol chief having control of the division below. Subsequently, the CP9 chief has administrative control over his and the lower Pols, standing as executive leader. CP0, or Aigis, acts separately from the CP Hierarchy, and instead take orders directly from the Gorosei, often at odds with the World Nobles.

    World Noble Era
    As of late, the World Nobles have used their influence to infiltrate the Cipher Pols. They have thus taken executive control of the agencies, and use them to promulgate their often questionable goals. This has caused a power shift in the balance of the Ocean, with the World Nobles coming in as new players. Under new influence, the Cipher Pols are often at odds with the other two branches of the World Government. The World Nobles act indirectly through CP0, or directly through the chief of CP9.

    Enies Lobby - Tower of Justice
    New Mission - The Debriefing!

    Enies Lobby. The ever setting sun lit the World Government stronghold whole, as if on fire. Hundreds of soldiers called the courtyard home, and across the bridge, stood the Tower of Justice. Looking down on the island stood a sole man, at least six feet tall with shaggy brown hair and the signature black suit of the Cipher Pol. The chief of CP9 looked down on the island, his eyes bleeping violet below his shades. Time had passed since the order to set in the Tower of Justice had been issued, for a new mission. A thump and footsteps came from behind. A large machete on his hands and smiling sadistically, vice-chief Joker approached. A robotic voice soon interrupted the silence.

    "Mission #4123. Are the agents on approach?"- the man spoke mechanically, direct
    "Yes. They shall be here soonish. Smiles are ready!"- the Joker answered

    For the next couple of minutes, the agents would arrive at the top of the tower, from whatever conduit. The chief would turn, scanning the ones present. Chief VII's mouth would open, and from it, a hologram would display in the middle of the group. It showed Saboday Achipielago, and several groves. One building in particular was displayed, with the words Auction House emblazoned on the top. History would tell one that the Auction House in Saboday was destroyed long ago, but now it seemed it stood well and good. It was actually thriving under the cloak of other. The agents would have a moment to take the information in, and the specs of the groves. The chief would nod to the Joker, and he would take the stage, swaying from side to side

    "We have received an order to protect an asset in Saboday Archipielago. What was once hidden, shall come to light. It needs to stay in the darkness. No questions asked. A join operating with the Marines has failed. We must infiltrate the area, and cloak it to the darkness. Secrecy is of high priority. There must be no connection to the Cipher Pols to the asset."- the vice-chief said
    "Convoy docked at Bridge of Hesitation. Understood?"- said the chief

    Questions could come. Next stop. Saboday Archipielago.

    Sabaody Archipelago - Groves 1-20
    The Easiest Generation - Stomping Out Piracy!

    The Easiest Generation. The vacuum left by the fall of the Yonko, and the rise of Marines, has destabilized piracy. This brought the weakest generation of pirates in centuries. Only a few obtained Supernova status, and before going to the New World, they had to stop in Sabaody Archipielago. The Marine Base in the Archipelago sent out a request for back-up. Led by Vice-Admiral Zelse, a convoy of half a dozen marine officers arrived promptly on the lawless lands on Groves 1-20. By the time the arrived, the Easiest Generation had been identified. What followed was a large-scale battle that rocked the groves. It was, however, one-sided, with spectators calling it a decimation more than anything. The Easiest Generation lived up to their name.

    "Where... are you taking me?"- a voice quivered, looking up at the man standing above him
    "Impel Down. Squad Captain Zank will decide your fate."- the large blond man spoke, looking sternly down on him
    "THE HELL YOU WILL!!"- the pirate answered, rising

    Rising, the pirate drew his blade, now crackling with electricity. With a shout and a dash, the captain set his sights on the man before him. For a moment time would slow, and moving at normal speeds, the blond man passed by the captain. Hands in a claw-shape, the blond man delivered several strikes unto his chest, passing behind him. Time suddenly turned to normal. Blood gushed from the captain's body, and a thud signified his fall. Now with his back to the Supernova, the camera focused on the cloak of the blond man. The large vice-admiral cloak signified his position, and the medals pinned on his chest showed his reputation; Vice-Admiral Zelse. The vice-admiral put in a call for Zank, for pickup.

    Suddenly, a call came in.

    "Vice-admiral. Sir! We've uncovered an underground market on the island. We're running specs now!"- the voice over the den den sushi said
    "Could the slavery market have made a comeback...? Lieutenant, focus all our manpower to finding the heart of the underground. Send me the location immediately! Contact the officers for a rendezvous at the dock at Grove 50. Prepare the convoy to Impel Down."- Zelse ordered

    Wherever they were. Wherever they were dealing with the captains of the Easiest Generation, the officers would receive a de-briefing of the situation and an order to rendezvous at Grove 50.

    Arrival
    An older gentleman with mid-length grey hair and a cropped beard casually stood at the bow of a small ship, the wind brushed against his face roughly, his glasses stained with the salt water as the waves broke against the ship. His hands rested in his pockets, his balance unwavering despite the heavy rocking cause by the waves as they approached the immense island fortress of Eneis Lobby. The deck was barren save for the sparse crew of robotic creatures manning their stations, emotionless and unrelenting in their tasks. A young man with blond hair rose from the Captains Quarters, his yellow and black eyes focusing in on his senior who continued his stoic pose at the bow of the ship. The cyborg wore a sleeveless white shirt with the logo of the Marines plastered on the back, his black cybernetic arms the only visible cue of his robotic nature. He approached the bow, an arm protecting his face from the ferocity of the waves as he spoke
    "Doctor, we've gone as far as we can safely go. The main gate is up ahead..."
    "So it seems, Julius. Make sure to take care of the automation's while I'm away."
    "Of course."
    "And water the plants on my desk."
    "Naturally."
    "And don't slack off while I'm gone."
    A flash of anger appeared on the Julus' face made obvious with his contorted expression. "...Yeah, yeah, I got it, old man. What the hell?" Their ears were filled with the sound of rushing water the closer they got to the bottomless waterfall that acted as one of the many natural barriers for the judicial island. Dr. Waters turned around and faced his partner, his expression no longer stoic and serious, tears streaked down his red cheeks as he cried out to him. "I dun' wan', go damn it!!" The anger reached its boiling point for Julius and he snapped, rearing back his fist, yelling as it shot forward towards the doctor. "So uncool! Just get the hell outta here, dumbass!!!" The punch connected perfectly on the Waters' jaw, sending him flying into the air and directly over the main gate, tears flowing as he flew through the air. The many residents of the island would notice him flying but would be unable to tell what it was exactly. Finally he came crashing into the impressively huge, rebuilt Tower of Justice, the meeting point of his current mission. His crash had sent some rubble flying but nothing major and he slid down to the ground where two men had gathered. The dust settled and Dr. Waters appeared, unscathed, as if nothing had happened, somehow retaining his dignity after being launched by his own student. He took off his glasses and wiped them off gently with a cloth in his pocket, reading the mood of the two in front of him, he remained stoic as the others made their way towards the tower, giving them ample time.

    After their arrival, the CP9 Chief would open his mouth, displaying a projection of Sabondy Archipelago, the final island in Paradise. A building that read 'Auction House' was clearly the focus, though for what purpose he was unsure of. The projection ended and the Vice-Chief began his explanation, followed by the Chief.

    "So... we're supposed to hide... a building?" The doctor would be the first to speak, as he had not much in the way of experience with this type of field work, being more of a... doctor, than an assassin. He thought back to Julius, who would be much better suited to a mission of this nature, though he knew he had to pay his dues being in Cipher Pol. Back on his ship, Julius felt a tingle in his spine as he sailed away from the island, wondering why the **** they just didn't use the Sea Train for transportation?

    Grove 50 - Marine Ship
    Zank - Elysande - Alina - Alexandria - Drake

    A group of marines was loading up the ship. This marine ship bore a special flag atop its normal one. The symbol that signified the end of the road for any who entered its door. This was the symbol of the Great Gaol, the Government's impenetrable stronghold, guarded by monsters even more dangerous than those they guarded. This was the symbol of Impel Down. Aboard the ship stood a massive man, standing over 14 feet tall. His robes were of a dark blue mixed with purple, his skin pale and veiny. His eyes almost like a frogs, bulging and large black pupils. His blue hair combed backwards, but still blew up at the ends. He was alone here as an ambassador from Impel Down sent to oversee the transfer of new prisoners from Sabaody to Impel Down. Marines seemed to steer clear of him. Impel Down guards like him had a certain reputation. Whether or not it was a good one, was up for debate. His eyes were narrowed, his hands pressed against eachother in front of his chest. He seemed quite pleased with the smooth way things were going so far. He was to meet Vice-Admiral Zelse here, but so far had seen no sight of the man. Zank took out a tiny pocketwatch. Zelse was late, although the Squad Captain thought little of it.

    He would walk down towards the dock. The sheer size of the marine battleships present here were dwarfed only by the massive size of the mangrove trees. Zank would walk towards the beginning of the dock and watch observantly as marines carried supplies aboard. They were almost ready to leave.

    Grove 50 - Marine Ship

    *Alexandria sitting within her office, frustrated over the large amount of paper work she had gotten herself into. The higher ups did not appreciate the clean up they were left to perform after her last job. Apparently leaving an entire island covered in poisonous mushrooms was frowned upon, even if it happened to be a island that housed wanted criminals. Though she was not one to dwell on things as such, instead even in her frustration she would be diligent with her work. Down to the last few pages of work she would receive a call on her den den mushi. Reaching her hand out to grab it she would pick up, not answering the call while answering the call. She was a mute and as such the relay officer had been trained to listen for the pick up, wait three seconds and then speak.

    VA Zelse has order for all available officers to meet at Dock 50 at the Groves. Human trafficking has been suspected. Details are unknown for now. That is all.

    *Soon on her end she would hear the click before hanging up on her end. The usually calm Alexandria could be seen with a flare of anger in her eyes. The groves are where she was born, and sold off at. She held mixed feelings about going there. Yet it was an official order and as such she would suck it up and begin to make her way toward the marine docs, boarding a unique ship. One covered in various kinds of fungus. It was indeed Captain Alexandria’s boat .. Nothing special .. But homey for her.

    The trip would be short and uneventful, though she would have had enough time for a long nap. Waking up, refreshed and now at the docs within her boat she could be seen exiting off of the ship on a ramp made of .. Fungus …that would be slowly spreading around the doc itself. More so with every step she took. At the rendezvous point she would wait. Soon in her sights a tall, oddly dressed man could be seen making his way toward the docks. It would seem everyone was arriving, so she thought not knowing the man. Not introducing herself she would wait at the beginning of the docks, that would now be covered in mushrooms. Sitting on top of a large toadstool herself.*

    Sabaody Archipelago - Grove 10

    Alina was in the middle of dealing with some random nameless pirates when her den den mushi starting ringing. Not being able to answer while under attack, she would use Kami-e to slip between 2 simultanous attacks and get behind the asalants, sliding her hands across the weapons as she sliped past. The moment she manged to get behind them, their weapons ruptured, exploding in their faces, knocking them out and allowing her to answer the call.

    "This is Captain Nazarova, just took care of some pirates at grove 10 and am now heading for the meeting point."

    With her report finished, the young captain quickly headed towards grove 50, leaving the defeated pirates behind, not really caring if they were still alive or not as it wouldn't make a difference, this "easiest generation" was a joke, it was a miracle that they even managed to survive on the grandline for so long, let alone reach the middle point. Situation like this did however raise some questions, if cannon fodders like these were able to get this far, how weak were the other pirates and marines that remained behind on one of the 4 blues?

    Saboady Archipelago - Grove 13 > Grove 50
    Zelse, Elysande, Alina, Drake, Alexandria, Zank

    Saboady Archipelago. This place was the home of nightmares. Dreams die on this island. Few knew this horrible truth more than Elysande Titania of the Marines. This was not her first time on the Archipelago, but she'd hoped that this would be the last she'd see of it. Memories from her childhood burned deep in her mind. Years of pain and torture, all rooting back to one fateful day on this island.

    For now she couldn't afford to ruminate on her past. She had more pressing matters at hand. She had managed to find one of the crews of the worst generation. There she stood face to face with their captain. Swords drawn as the readied to duel. It seems Elysande made a deal with the crew. Their captain boasted of being the next World's Greatest Swordsman. So Elysande challenged the man's pride. If he won, the marines would pursue him no longer, but if Elysande won, all of them would earn a one way ticket to Impel Down.

    Ha! It's too late to run now, Navy Dog! My blade thirsts for your blood!

    Hold your tongue, let your actions speak for you.

    Elysande was calm and collected. She had no fear in her. The two swordsmen would run at each other. The clash would come. Elysande came with a horizontal cut. The pirate attacked with a diagonal slash aimed to cleave the Marine's torso. The whole thing was over in an instant. The two stood back to back for a moment, motionless. Everyone watched in anticipation. Then it would happen. Elysande's sword would shatter to pieces. It would seem she lost. The pirate would begin to chuckle at his supposed victory.

    Blood began to drip from the sides of his mouth. His vision was going blank. Those who looked would see his sword split in two, followed by his body doing the same. Not only that, but the nearby buildings would also be cut in half. Looking at Elysande, one would find not a single scratch on her. Without looking at her foe, she would speak. Partially to herself, partially to the pirates.

    Tch, another shoddy blade. Does anyone else wish to try me, or will you surrender quietly?

    Elysande tended to have this problem a lot. The standard issue blades of the Marines did not have the strength to hold up to Elysande's abuse. That is why she tended to carry multiple blades. Meanwhile the pirates would not oppose her, for fear that they might meet the same fate as their captain. Marines would come to arrest the pirates. At this time Elysande's Den Den Mushi would begin to ring. She would answer it to learn of new orders. She was to meet in Grove 50. Human Trafficking seems to have returned to Saboady. This disgusted her. She would reply to the call.

    I'm on my way.

    Memories of the past flooded Elysande's mind. The last time she was on this island was still fresh in her mind. Before she was ever a Marine, she was a slave. She had been sold on the Human Auction house of Saboady. That act helped make Elysande who she was. She would make her way to Grove 50 with haste. It was time to put her past to rest once and for all. It wouldn't be long before she arrived at the dock with the rest of the marines.
